TITLE:Associate Director, Transaction Data
Salary: $137,930/yr - $212,353/yr
Job Description: : Leads WCIRB staff who work directly with insurer personnel and their data submitters to resolve complex data quality issues related to transaction data. Provides guidance, overall direction, supervision and mentorship. Leads the Transaction Data team in supporting the transaction data calls including onboarding of data submitters; evaluation of data submissions to approve submitters for reporting; on-going monitoring of submissions for data quality; communication of issues to submitters in accordance with the Transaction Data Quality Program; actively working with submitters to report data accurately, efficiently, and timely; and communicating known and evolving issues to the Research and other teams, as appropriate. Leads the needed business support for the development, testing and enhancement of the core WCIRB systems needed to collect, validate, warehouse and access the transaction data; collaborates with stakeholders in defining business rules; and works with WCIRB IT to document requirements and recommend system changes to IT. Leads the development, maintenance, validation and enhancement of transaction data- based products such as the indemnity benchmark reports and data quality reports and notices. Leads the collaboration with the WCIRB Actuarial and Research, Data Quality and Legal teams of the development, implementation, and management of a transaction data compliance program. Leads the development and implementation of any changes needed to the program. Investigates and researches the quality of transaction data used in research and other studies. Advises WCIRB teams on the availability and suitability of the transaction data for certain tasks. Develops and communicates the best practices and scripts for analyzing transaction data. Assists in validating the accuracy and reasonableness of others’ transaction data-based analyses. Compiles and performs thorough statistical analyses of complex transaction datasets for research projects using R, SQL, or comparable software. Integrates the data with both internal and external datasets. Audits data for accuracy, reasonableness, and suitability. Identifies outliers and other anomalous patterns. Presents results internally and externally. Leads educational sessions related to workers’ compensation medical billing and transaction data. Mentors others in understanding the nuances of the data and in analyzing the specific categories of data. Works with Actuarial and Research teams to ensure adequate documentation of the transaction data sets. Interacts and communicates with representatives of other WCIRB units as well as external working and research groups on various research and data-related initiatives. Represents the WCIRB at industry meetings involving workers’ compensation medical billing, FROI/SROI reporting and claims handling. Must appear in office 2 days per week; work from home permissible 3 days per week.
Requirements: Bachelor’s degree or foreign degree equivalent in statistics, economics, mathematics, data science, computer science, or related field and four (4) years of experience as a research analyst or equivalent role or through coursework or in the job offered or related role.
Skills: Experience and/or education must include:
Workers’ compensation medical billing and claims handling practices and externally collected claim data, including data reported to state agencies (DIR/DWC/WCAB). Detailed experience with workers’ compensation data, medical transaction data or FROI/SROI records;
Project management and planning skills;
Working with relational databases, large data sets and multiple data sources;
Analyzing data and presenting the results to both technical and non-technical audiences, in both written and oral formats; and
SQL and R programming expertise.
